Cargo theft in California is increasingly driven by organized, internationally affiliated networks using both strategic fraud and traditional theft tactics. These groups frequently rotate methods and target high-value freight such as electronics and food. This session will highlight evolving trends and how law enforcement and private industry are working together to stay ahead of emerging threats—without revealing sensitive tactics—so stakeholders can improve awareness and prevention.

In 2025, federal legislation updated the definition of hemp, changing how THC content is measured under federal law. The revised standard addresses total THC and certain THC variants previously regulated differently at the federal level. While this establishes a national baseline, states continue to regulate hemp and cannabis products in varied ways, creating differing requirements across jurisdictions. This session will provide an overview of the federal changes, examine state-level regulatory responses, and outline considerations for the trucking industry. 

Workplace violence, more specifically, active shooter events have tragically become a daily occurrence. These incidents have become so commonplace that some of the events don’t receive news coverage. As a society, we have become numb to the problem and as an employer, it becomes all to easy to adopt the position “it will never happen here”; until it does happen here.

This session reviews recent cargo theft data, emerging trends, and security updates affecting the trucking industry. Attendees will learn how theft patterns are evolving, which commodities are most at risk, and strategies carriers are using to mitigate losses. The session provides insights to help safety and operations professionals strengthen cargo protection and maintain compliance with industry standards.
